Intelligent Screening Station in Aging-Friendly Communities

Promoting Whole-Person Care in Smart Aging Communities

 

In response to the healthcare needs of an aging society, smart community-based screening stations have been established to provide elderly individuals with more comprehensive, convenient, and efficient disease screening using modern technology. The “Smart Health Promotion Center” was founded at Yuanbao Temple in the North District of Taichung City, along with the “Health Care Station” at the Fengyuan Social Housing Complex. Both sites are equipped with various intelligent health information devices and integrated smart health feedback systems.

Guided by the three-tier, five-level preventive medicine framework, the design aligns with the World Health Organization's Integrated Care for Older People (ICOPE) guidelines. Intelligent health monitoring devices are used to support community residents in identifying health concerns. Through the use of a mobile app, individuals can manage their health independently. If any abnormalities are detected during screening, smart referral mechanisms guide them to appropriate medical services. Once clinical conditions are improved, residents are reintegrated into the community and encouraged to continue using the smart screening station services for ongoing health maintenance.

Beyond facilitating early detection and referral of potential illnesses, this initiative also raises health awareness among the elderly, promotes self-initiated screening, and fosters mutual support across sectors—strengthening the cohesion and resilience of local communities.

Achievements - Health outcome

▲ Smart health assessments showed that 80% of high-risk individuals for depression (those with abnormal results in smart screenings) showed improvement within one year.

Monitor

1. Regular Meetings and Monitoring:Quarterly meetings are held by the Community Development Task Force, and semi-annual reports are submitted to the Health Promotion Committee to track and review the annual community work plan.

2. Ongoing Community Needs Assessment

  • In collaboration with community medical teams, the ICOPE (Integrated Care for Older People) assessment is conducted across the Taichung area to identify key issues contributing to functional decline in the elderly.
  • "Health Screening Stations" are established within the community to continuously monitor community health status. Screening effectiveness is evaluated through data analysis (e.g., improvement rates in health status, early detection rates of disease), and service content—such as health promotion courses and health education seminars—is adjusted accordingly.

3. Satisfaction Surveys and Feedback Mechanism:Regular satisfaction surveys are conducted among program participants, including partner organizations, community members, and volunteers. In 2024, overall community satisfaction reached 94.5%, and service improvements were implemented based on public feedback.

4. Information Security

(1) Security Measures

  • To ensure information security, all critical infrastructure—including servers, networks, firewalls, and data centers—is protected according to the ISO 27001:2013 standards. Regular disaster recovery drills are conducted, and ISO certification has been obtained.
  • The architecture of the mobile app is designed to prioritize both high security and deployment flexibility (avoiding delays due to app store approval processes). To achieve this, the app does not access the database directly within its source code. Instead, it is linked to the health management website, and all access to the website and database is routed through an internal application server within a secure network. The public-facing website does not directly access the database, ensuring a tiered structure that provides robust protection for sensitive data.

(2) Privacy Protection

  • The app does not store sensitive personal data on individual mobile devices, effectively preventing potential data breaches.
  • All app features that require member access are protected through identity verification and password authentication. The password protection mechanism strictly adheres to the policies outlined in ISO 27001:2013.
